More stealth, less crime
In the base GTA 5, usually your Wanted Level starts rising as soon as you start shooting somebody in the presence of other people. However, the Crime and Police Rebalance & Enhancement mod changes this mechanic, turning pedestrians into witnesses–they have to call the police first. Preventing people from 911 means no cops will arrive. Similarly, taking people out with no witnesses will keep your Wanted Level as is.
The custom game utility also lets you experience increasing difficulty depending on what type of character you’re up against. Normal civilians won’t put up much of a fight but beware once the SWAT and members of the army start showing up. At higher Wanted Levels, such as five stars, the game becomes too difficult and it’s a lot harder to reduce your stars without cheats.
